Preheat oven to 425°F. Lightly grease a baking sheet. Combine flour, salt and baking powder. Cut in the cold butter until the mixture is the size of peas. Add the milk a little at a time until the dough holds together. On a lightly floured surface, roll the dough out until it is about 1-2 inches thick, trying not to press hard with the rolling pin as rough handling will prevent the dough from rising. Shape the dough into a square, cut into 2x2-inch pieces, and place on a baking sheet. Bake about 12-18 minutes. Best served warm. Makes 6-8 scones.
