Mitchell Reiss, the U.S. Special Envoy to the North of Ireland, was back in Belfast recently. He was there, according to the media, to tell the IRA to disband, and to meet with the McCartney sisters whose brother Robert was stabbed to death in what the Police Service of Northern Ireland (PSNI) initially described as a pub brawl.
